This is a 16 oz. bottle of potassium chloride (KCl) measured to very high accuracy per ASTM standard D1125-77. A precisely weighted amount of thoroughly dry KCl is specified to be dissolved in an exact volume in a volumetric flask. The normality of the resulting solution is close to, 12,856 uS/cm @ 25 Celsius.
